I would, for the exact reason Chris gave above me. I'd also think about throwing a satellite phone in there.

I wouldn't consider it part of my "kit," but a GPS would really come in handy in your vehicle if you have to evacuate quickly to an unfamiliar area, or when dealing with closed roads along a known route.
