Now that we are in the age of digital television, what should people use when the cable television goes out and TV stations are knocked off the air?

If you bought a portable TV prior to the digital changeover, it may no longer work (give it a try). In response to the changeover, a whole new line of portable TVs with digital tuners were released. I found some good reviews here for TVs under $100.
You should always have a battery powered radio (with weather band) with extra batteries as well. This is the one I have from RadioShack. Works great.
