Great question. The best thing to do for this rare situation is to prepare ahead of the emergency. Make sure you have one old-fashioned landline phone in your house that does not plug in for power or uses batteries so it will still work if the power is out but the phone lines are up. You want one with a long cord so you can bring it with you to the safest room in your house.

Second, have a plan for backup cell phone power. These Energizer devices are great (link). They use regular AA batteries to recharge your phone. There's not much you can do if service is out, but you want to still have power when you're able to get a signal again.

If it's too dangerous to go outside and you cannot call anyone, your best bet is to find the safest room in your house to wait it out. Use a battery-powered weather radio to keep track of the weather while your power is down. Plan ahead as much as possible so that you have needed survival supplies in your essentials kit.
